When I went to start my first campaign Twitter gave me a $50 coupon towards ads. I don't remember getting an offer beforehand.
As far as setting up an effective campaign, hopefully someone else can answer that. I started a followers campaign, and have slowly raised the daily budget and while impressions have gone up, I've yet to actually get any followers from it, though I've only gotten about 500 impressions so far.

I've used it and been able to get followers but not a ton, so I'll be keeping an eye on this thread for sure.
For what it's worth, here were some of my settings (I just logged in and looked at an old campaign). I'm NOT an expert here, but in case there might be something worth reading here ya go...
Daily Maximum: $1.65
Target Cost: $.09 per new follower
I'd strongly urge you to start lower than that on the target cost and daily max. Depending on the niche and other factors you could potentially get away with a much lower target cost than me (this was with a saturated/tough niche).
For this my "Reach Summary" was 2k-3k daily reach, 2k-3k estimated daily impressions, and 46-69 daily follows. This was what Twitter ESTIMATED I would get. In reality it's rarely over 10 followers/day. In the beginning it was a little higher, but after a few months it dwindled down to like 4-8 per day, on occasion it would spike to 10 or 15. I probably should have tweaked the settings here though, maybe I could have done better.
I also tried sending ads to ALL LOCATIONS. For this I would suggest you could research your niche and where in the world it is most popular, then target those countries.
I don't have much knowledge on the "Additional Audience Features" (Hobbies and Interests, behaviors, etc.), hoping some other BHW members can provide thoughts here. I mean, I've played with it and wasted some money on it (hahaha - well, not really funny), but I don't think I have anything really useful to share here.
Of course, your "Creatives" need to be good. Twitter suggested somewhere that tweets with images did better than tweets without images, but that was not necessarily the case for me. Some of my best results (with ads AND with organic, normal tweets) have been from plain text tweets (no media). As for your Creatives, try a handful of them and then step back and analyze what did well and what did not do well after a few days. Obviously you will need some money to "play around and test" with in the beginning.

In order to have a great impact or generate great results you might invest a great amount of money. For example, what you pay for ads in Facebook, multiply it times 5 or 6 for twitter
