Download the latest winscp, connect from your win 7 VPS to your ubuntu (a valid shell account is needed) and select from winscp 'Connect through SSH tunnel'. Now you should be able to connect back to your win7 VPS using the IP and port on your ubuntu. I am currently on a bad spot so I could not fully test this.

However I've done this many times using two linux boxes and SSH port forwarding features ... I don't see any reason why it would not work with win7 and linux.

It could be you need some kind of software for windows before this work. I am currently on this kind of setup:

Win7 ==> connected to internet using an iPhone 3GS personal hotspot feature (iPhone is currently my internet router)
I've also a linux server here in LAN with Win7 box, before I was able to route my linux to internet through Win7, I needed to setup Win7 LAN card in to 'forwarding' mode with linux box LAN card. Finally I needed to route with linux all stuff through the same LAN card before my linux box was able to also connect to the internet through iPhone which is using my GSM operator 3G network :)

Hopefully I pointed you to the right direction. If you can't get this working, try to ask on stackoverflow or on linuxquestions, those places have usually more technically skilled users.

Woow now I am really lost guys....
I mean, Using a Linux VPS server acting as a proxy for a window laptop seems very easy. There is plenty of tutorials on G. We only need to download Putty, configure and run on windos laptop and thats pretty much all we need to do.

However, It seems that doing in the oposite way ( Ubuntu Laptop and Window server) is really complicated ! At least for me !!

Well if you want to do stuff the non-Windows way with a windows vps, install cygwin, run sshd as a service thus: http://www.noah.org/ssh/cygwin-sshd.html and then do ssh -D 1080 your.vps.ip from gnome-terminal on your ubuntu machine.

You can setup a proxy server in your Windows 7 VPS using the software WinGate or CCProxy (free for one user). I suppose the proxy is running on the port 8088 and the IP of your Windows VPS is 1.2.3.4. Then you can set the proxy "1.2.3.4:8088" in your Ubuntu browser (Firefox or Chrome). Now your Ubuntu browser is using the IP of your Windows VPS.
