You can setup a proxy server in your Windows 7 VPS using the software WinGate or CCProxy (free for one user). I suppose the proxy is running on the port 8088 and the IP of your Windows VPS is 1.2.3.4. Then you can set the proxy "1.2.3.4:8088" in your Ubuntu browser (Firefox or Chrome). Now your Ubuntu browser is using the IP of your Windows VPS.I dont need proxy but I need to creaty tunnel SSH between my Ubuntu laptop to my windows 7 VPS. Then use the Windows VPS IP address as a private proxy for my browsing using Ubuntu laptop. Anyowe ??
