I would generally invest in content creation, and if you lack the marketing skills, I would also hire someone to grow it, or at the least write the plan for it to grow.

I would say to create the best possible content that would bring value and interest to your potential and target segment. Work in the direction of organic growth as hard as you can (engage, post frequently...)
ASIDE from that, you can spend money for additional exposure. Try boosting your posts and create an audience of your target segment and you will see the results if it pays off... You don't have to go too crazy with the budget... start slowly. Also paying for shoutouts can be effective just be careful which influencers do you choose.

Influencers are the worst idea I've ever heard, if the influencer followers you choose are bots.
If you have $1000-$2000
Studying facebook ads or instagram ads is a good choice.
If you don't have time you can hire an ad agency

The cost per follower with ads are pretty expensive tho, if you want to reach T1 followers. I would rater focus on Mother/Child (yes, that's what we do, and that's what we believe in + proven results), or else ---- shoutouts (if you can find reliable influencers that grew organically)
