Defrauding ads is not.
Cloaking is not fraud, it's just a fine grained traffic selector

I use Instabuilder which you can integrate with Wordpress which is very effective but its not free.
You could start off with a Wordpress blog that can be free unless you want your own domain, which is the best option and create your own landing page.
See how much traffic and interest you get and then if it looks worth it you could purchase Instabuilder for landing pages.

The best one for adwords is Justcloakit and start by running the white hat campaign for few days then switch to cloaked campaign.

Hi
Could you please give more details about how to technically switch to the cloaked campaign?
Do you have any tips or recommendations? Is it just activating the cloacker or there is something else?
I am afraid that when I switch I will get suspended if I don't do it properly, and I don't want that to happen.
