How to Use Bulk Email List?

Hey all,

As you can tell I am very new to this forum and the contents of it.
I've noticed that several providers sell bulk email lists with different IPs associated to them.
I'm just wondering: how exactly do you use these 1,000 email addresses?

I didn't buy them. I was just wondering what their uses are before I make a purchase. I was looking at Hotmails, but if you could clarify the differences of having a Hotmail vs Gmail then that'd be great.
