it's not so clear, do you try to upload videos that already uploaded to YouTube by others? those are official videos of the game/app? maybe the issue is with the owners of the content?
i suggest that you create and upload your own content, for example if you upload from sony PS4 your game-play, that is your own content

Hack/Cheats does not matter, since its going to be a churn/burn kind of a channel. Spam it, make money, and repeat.

There is no way that you can stay safe completely with hack/cheats videos. The only thing that can help you a lot is aged account with good trustworthy in the google eyes.
