How to track time on referred page

I would like to offer users payment for going to a partner's webpage and then remaining on the page for 60 seconds.

There will be a list of partners, once a user clicks the link they will be taken to the page in a new tab and the timer will begin.

After the 60 seconds, the payment will be reflected in their account.

How can I achieve this?

There's no way to know if they closed the tab after 5 seconds, 40 seconds, or stayed there for 60 seconds, unless you have access to your partner page. What you can do is to make a extension if is on desktop or app if is on mobile phone.

and to ask the user to fill the information on your page after he has clicked on your link...
