How to target specific country use .com domain name?

Hi guys, I plan to create websites to target Australia market, but I can't get .com.au or .net.au domain name, because they need verify my "ABN" (Australia Business Number) which I don't have. So anybody have idea how to buy .com.au or .net.au domain name for oversea people?
Or how can I do SEO work to target Australia specifically with .com domain? Is it better if I add Australia into domain name ? ie **australia***.com . Any suggestion for SEOer to target specific country use .com domain name?

There must be domain registrars which can do that for you, keep searching.

No way to add "australia" in the domain name (if it is just for SEO purposes).
If you buy a .com , then just specify "Australia" location in GWT to be sure you will be associated to this country.
