You can start messaging group members directly without advertising.
It is a manual method without advertising costs. Be careful not to intentionally send spam messages to many people at once because they will think you are spamming and you will be restricted.

They are targeted users for a specific niche.
There is no straight forward method. If you scrape the users - a very small % if any will have phone/email.
Few methods:
1) Contact admin and ask for pinned post promotion
2) Scrape users
- and add as friends using some automation tools (like 20 fb accounts related to yoru niche and start adding users as friends)
- later you can start posting your niche related stuff.
- Mass DM's. But have low delivery rates.
3) Post extremely relevant videos into the group with your "page" etc. Now you can create audience of everyone who saw it and - retarget them
Facebook marketing automation tool can automatically collect group members and then send dm to them with multiple accounts, if that's what you need.
Not easy to scrape phone numbers cuz not all of them have the number on their profiles
But we do can scrape pages and the numbers they left on the page profiles, but that's another feature of another product.

as far as I know there is no straight way to do so, you can join a group and pay for admin to keep your post be promoted on that group

Or you can join a closed group, and pay the administrator, to have your post appear and reach your target audience.
