Ok, this is super simple so there is no need for a lot of details.
When a cloudflare user deletes a website from their control panel on cloudflare and then does not update their nameservers. You can take over that domain by adding it to your own cloudflare account.
Cloudflare support in these cases takes forever to resolve the issue. And many times the domain owners dont even notice because they had given up on the domain anyway.
You now have a throwaway domain that you can use for anything you want.
