What credit card are you using? Does it support international transactions? Does it support card tokenisation?
OpenAI uses Stripe to manage it's subscriptions. Have you paid for any other Stripe service as a subscription succesfully?
Your best bet would be to call your bank. They should be able to assist you.
If not, you can request someone sign up for you in the WTB section, and you can pay the price for the same.

Thank you for your suggestion. My credit card can pay for other products, but not chatgpt subscription members.I even used a different credit card but still couldn't pay
