Hello, I want to start work using blackhat sites + cloacking. But before I will start generate sites, I want to plan my adv offers. Could anyone suggest some ppc networks or methods, how to convert cloacking clicks and views to $ ?

Something like that )

Did you know networks which accept CPC traff from sources like I have wrote ? Not CPA.

Cloaker is used for promoting aggressive offers. (usually CPA offers) which are not accepted on advertising networks.

What you are asking for is arbitrage. You can also use cloaking + arbitrage.
One example of such thing is, Facebook Ads to Adsense arbitrage - it is profitable and lots of people still do it.

You can use Google Adsense to covert clicks into dollars.
It'll be easy and helpful for. You have to plan first for the whole journey.
