First of all, you must know how to create VCCs yourself, not using third parties like entropay, payoneer which everyone knows. Once you know how to create VCCs, you have to open a sales thread to sell VCCs on the forum. :)

2) Make a website and start doing SEO
 
Most people who sell VCC have a mother CC from which they create child VCCs when a customer orders. You should find out how to get a mother CC like this then the rest is easy.
