what cms to install and where to get themes
should i upload on my dedicated server videos or ??

Wordpress have the biggest community, so I think is better for have nice new plugin and themes, you can use an auto blog script or plugin for upload thousand of video from big site

im thinking to host videos on my dedicated server is good idea or should i import from other websites with html code

Last time google not like tubesites with "duplicate" content
Also any content owner/paysite owner may contact you and ask remove all their clips immediately.

If you like tubebuilding you can use a few ways:
- contact for each sponsor for agreement use their promo on your tube or cutting some movies from member area- at last case you get unique promo.
- use xml feed for transfer clips for biggest tubesites and in this case you send traffic back for these tubes. All they have a traffic buy affiliate programs.
 
If you think that server will handle much video hosting you're wrong. I run an ecommerce store using two servers of a similar quality and we are about to expand to 3.
 
I would say don't under estimate the space videos will take, especially if you are inviting third party uploading. I would not host them directly also for legal reasons if you can avoid it.
 
im using embed videos from other tube sites but im not getting traffic
