Yes but there no good if you want to verify multi accounts such as many ebay or paypal accounts, from what ive been reading you can get an india based bank account and create the card numbers yourself I just need to be an indian native and Im not . So Im looking for other ways to accomplish this.

EPassPorte worked for me for a long time. I don't know if it works any more, but Google verifies you for $1 at a time. Just put in $1 for every account you plan to verify per day and spend your credits quickly.
Funny, I thought that adwords accepts epass virtual card.
