What are the steps to start a proxy provider business? Also, I am wondering how one can obtain many proxies and pools of IP addresses? Where do I go to buy a bunch of proxies? Are proxy providers mostly buying and renting? or is there a way to make your own IP/proxy pool to rent out?

It is possible to build your own mobile proxies manually; the process will be extremely complicated.

Other option would be to buy a complete solution in which you will get hardware + software to launch your own mobile proxy with virtually unlimited IPs. These devices are kind of plug and play and you do need any complicated process to follow.

I know about a company called Proxywave and they offer solutions to build your own mobile proxies. Just talk to their support and may be they will be useful to you.
