How to Solve My Wifi IP Address Problem? - My WordPress Website & Dashboard Not Open

My WordPress website does not open in Chrome. The problem is an IP address issue. I cleared my PC cache, and the problem started. Please help me.

not sure if this helps, but did you try flushing your DNS cache? I think on Windows you can do that via command prompt with ipconfig /flushdns. Sometimes that fixes weird IP issues.
 
The reason could be also in one of the plugins that you are using along with WordPress. Have you checked this part?
