You can't. I have a lot of experience in this.
There is a way, but through this way, it will ask for phone number in 2nd try.
So here is what you can do, Use a mobile with 4G connection.
Use a incognito browser to make a gmail account, it won't ask for any verification when its a new IP.
Then go to settings in new gmail, input your other gmail address where you want mails to be forwarded.
From here on all mails will be forwarded to this mail. Don't try to login again, it will ask for verification.
Now put your mobile on airplane mode and when you switch it on, it will have new IP again.
Follow the process again.
