When I signed up for whatsapp, after entering my phone number, the message "Can't send us the code" always appears. I tried pressing the code but didn't receive the code. Instead, I called and received the same message. on one's own

Sounds like a number that was spamming.
Try a new number.
 
The number from which you are signing WhatsApp, was it recently banned by WhatsApp, otherwise your number may also go to spam. Or sometimes we are using proxy and vpn, due to which we do not receive any message from whatsapp. If you still do not receive any message, then contact WhatsApp support team, they will help you.
 
Is your Android phone rooted or your iPhone jailbroken? Did you try to change your device ID at Android already?
