how to setup CPC

i have an issue that whenever i use - maximse clicks - and setup max cpc to for example 0.50$ it automaticly uses way less per click which results in beeing placed very bad or have a low ads rank issue.

im adjusting it by % increasment based on location which only helps temporarily.

is there a way to pay the fix cpc i want per click and if yes how to i setup?

where do i choose that?

also how do you setup conversion bidding strategy if the ecommerce shop has alot of different products with different prices

i attached a screenshot.

somehow it shows me total of 30 clicks but i only see this kind of clicks on the keywords which are way lesser.

i deactivated partner networks too so i dont know how the remaining clicks got generated

however i have 10 countries i target and its impossible to get only such low clicks.
