how to set up database driven membership site?

What is the best way of setting up something like this. I would want the monthly subscribers to be able to search through the data using many search parameter & sort & narrow the results. I would need them to be able to email and/or print the results displaying only certain fields of information. I would also like to be able to incorporate their reviews in addition to possibly scraping reviews from another site. I would also like to have members on the back end who can upload their data into the database, but only have access to view/edit their own information.

I know these would probably be more difficult features, but...
In addition, I would at some point need to make it so that they could access the search features from a windows mobile phone or iphone. And I would like to be able to offer a limited version of the searchable database as a minisite that my members could use individually. It would also be nice if the back end members could send out mass emails or faxes to those front end members who opt-in to such notices.

It looks like your needs are very specific so you would definitely need to hire someone to write you the script.

Thanks. You are probably right about needing a good coder. If so, I guess the project may need to wait til I make some money from some other websites first. I know this will work because I have only one real competitor in my area & there is definitely a need to be filled. I wonder if coders ever go in a profit share type of thing if they see a real value
