How to set up a premium SMS or call line in UK

Something else I'm looking for.. Can somebody show me how the heck to set up a premium SMS service or premium call service?

I found a decent one but they currently don't accept new customers. Has anybody got any previous experience or know more about them?

I'd like to set up either an SMS service, i.e dating chat, horoscops or crap like that or similar but with calls instead of texts!
