I think only page admins can have that BG colour and it's by default/can't be changed. It is because many users previously used page's name as their account's name and then comment on their status so that users will think that it's the actual page admin.
well now a days people use this type of comment on other pages to gain likes

They can't do it if they're not one of the actual page admins!

Yes, posting as page gives such color.
i've seen random people able to have this color on other peoples page
for example, cristiano ronaldo's official page has random people with blue names commenting.
i also made a thread like this and someone mentioned that your page needs 60k likes in order to have blue name.

This is the method facebook use to show the actual page owner inside comments. You can't do this unless you're the page owner.
