How to send youtube view with google ads?

Hello,
I found some competitors running google ads on low tier country and pay with roupi to send youtube view for cheap (and non drop), and I want to learn how to do this without using smm panels or someone,
I want to be able to set up ads for cheap and fast,
Do you have please some ressources or tutorials about this?
I'm from dutchland so ads in € are expensives and I don't know which steps I have to follow,

But you will get audience from that country where you will be running the ad. Well, this can be achieved with the help of Mobile Proxies, you need to change your location to those countries, and then you will also need a payment system where you can pay then. Hopefully, this will work but I would personally suggest you to pay from your home country, it would be better, you will get audience from your country.

It's to resell, I don't care which country it is, I need the cheapest :/

We are also run Google Adwords for youtube Video, If you will run directly from YouTube then it cost you more, Run it via Google Adwords. You can go with Under video add and Skip add.
