There are lots of bots for sending bulk email just check out in this forum you will get it...
There are things you need to consider when choosing an effective mailing platform. If you're going to stay on top of your list management(hygiene) and you aren't sending illegal spam then I would recommend getting a linux vps, installing apache2, php, mysql, postfix, dovecot, squirrelmail and interspire. I don't care what anyone says per my own testing the only thing that really makes a difference on the inbox rate is the spf records(assuming the domain and ip address that's allocated to you by the provider isn't blacklisted already), which you create inside your domain registrar's panel and rDNS (reverse dns) which some providers have in their cpanel where you can edit the rdns yourself if not you will have to submit a ticket and request that the ip be set to your domain as reverse. As far as dkim and domainkeys I have tested with and without several times on different campaigns, list sources etc and never noticed a difference in opens.
If you're sending illegal mail, well the programs that are recommended for that are no longer shared here because spamhaus sucks...go check out some rokso listings I'm sure you can get an idea of what to use.
