how to send bitcoi anonymously?

hi guys
I have a friend who needs to send someone in a third world country money for some work that he did for him. The amount is less than $200. My friend is paranoid and wants to send it anonymously because the work is kind of shady (spamming a certain classifieds website.) my friend has given me the money in cash and told me "you figure it out" - this guy has done a lot for me and I owe him so i want to do this favor for him.
the recipient accepts bitcoin and western union.
in the past, if you were sending under $500 via western union it used to be that they didn't require ID. but i believe now they require id no matter the amount. right?

How does bitcoin work? i don't know anything about it. If I have cash, how do i convert that to bitcoin and send it to someone anonymously?

thanks, this seems to be the most popular way of doing it but I have encountered these problems:
a lot of sellers on there require ID
a lot of sellers on there won't deal with new buyers
How would i send them the cash anonymously? i think cash deposit at a local bank is ok (ya banks have cameras but that's being super paranoid) but not many sellers on there accept cash deposit, only a few accept that.

1. Go to a BTC ATM. Pay with cash.
2. Buy btc with your regular account. Send it to an exchange. Trade it for Monero. Send to wallet. Open new account on exchange, not with your real name. Trade monero for BTC -> send.
