I mean how do they know that I sell shoutout? or I have to write it at my bio?

write some contact info in your bio: email/kik etc

The most obvious way is to put in your bio that you're selling shout outs.

Once you have a big enough account, you won't have a problem with people contacting you in regards to those who are interested in buying shout outs.

hi! newbie here...though do people seriously contact YOU for shoutouts rather than me looking for potential buyers? (once u have a good follower base that is)
