How to run search network ads like this?

How are people able to make their own search engine and put Adwords/Bing Ads at the top of it?
I see these all the time running on paid advertising with some sort of abritrage model.

There are few big companies involved in this.

Google is also happy to wok with those companies as it is win-win for both.

That seems like CSE; the way to create your own engine using google properties

Ask.com is one of those big companies in bed with Google. CBS is another one. These companies can legally run google search arbitrage. It's not open to anyone else, and probably never will be. It's quite annoying, because they are making millions per day with it.
