I have promoted in countries where online gambling ads are not allowed by google buying old aged accounts with re loadable Cards + all other techniques not to be seen by google. eventually I get caught, so no, never used threshold accounts

Each country is regulated differently from Google Policy point of view, and google would not allow you to run ads in some countries ( despite online gambling being legal in these countries ).
If you want to advertise As an operator you need to submit your licence to google
As an affiliate, in most countries, you do not need a licence but still must comply with google rules and cannot send your ads to an operaotr page, but must build a list of operators with their offers. all operators you list MUST have a legal licence to operate in that specific country
In some countries google would allow operators only to advertise
If you want to advertise in countries where google do not allow online gambling ads, then you have to use alternative techniques: cloaking, VPS and old aged accounts. a little more complicated, but possible

when you select one country you will go to the application form. You can chose type of Application. look country per country to find aggrgator as an option. e.g. Austri opens only to operator

may I ask for the meaning of warming ads? I try to run gambling ads on restricted country too but really new on it
 
I want to run the gambling offers on google and fb.

It's uncertain what kind of help are you looking for.Yet, regarding the possible way or running traffic on gambling, there are the following approaches:
1. You can run ads on your fan page and use a chat bot that will redirect users to the offer page.
2. Make thematically related (to pass FB review) ad creatives and use an intermediate page that redirects users to the offer page
3. Use a gambling app (that uses a webview with gambling website in it) and run ads on it. Since the app is published on Google Play or AppStore, FB automatically thinks it's clean so that lowers the risk of getting banned soon after the launch. But it's a bit costly since you need to rent such apps plus you need to find the developers, who sell them.
