How to run effective facebook ads with high click through rate.

Hey guys; I have been doing facebook ads about a funny facebook page but I am getting very very low click through rate. I was wondering if you guys know how to run effective ads on facebook with good click through rate ?

I've seen some people testing Facebook PPC and saying that up to 40% of the clicks were fraud .. if you saw the polls of users on social networks - 26 % of people on Facebook were willing to look at advertising on the Site .. which is still a large number obviously - but it shows you that Facebook Ads from the start are appearing to a majority of an audience not wanting to see them.
