How to revive inactive (shadowbanned?) account?

Around five years ago, I grew an account to 10k followers through follow/unfollow botting in couple of weeks/months. I was constantly getting blocked reaching action limits. Account engagement % wasnt good, 200-400 likes per post, but thats still better than nothing. (i tried making new acc from 0 and it is far more work than expected without using bots anymore)

Now after being inactive for 5 years, I wanted to start over in same-ish category. I posted an image, and it got whopping 3 likes over 2 days with 6.5k followers LOL. (third of followers unfollowed me over the years, but theres still some people following me every couple weeks, even after 5 years of inactivity)

Anyways, I wanna try to revive this account.. Is it possible? Am I still "shadowbanned" (whatever that means? how can i check if I am?) Should I try to keep posting for few weeks and see if likes begin to pick up? even few likes is better than my alt acc with 13 followers. Or is this account forever doomed with no chance anymore and would it be better to focus building new account? It feels like it will take easily half a year for me to reach even 5k without a big boost from somewhere.. goal is to monetize it through selling merch someday.

Repeat the same process again, get some quality contents and stay consistent. Build comments on top accounts with 10k followers. I think your followers are inactive, get fresh followers and watch the engagement grow.
