How to request more IP addresses ?

I have bought a dedicated server and i need about 20 IP addresses for proxy purposes

they have ask me to fill a form and reason for those IP addresses

which legit reason do you suggest me to tell them ?

Usually 20 IPs are no big thing for them.
One reason that works is SSL websites (each one needs an own IP) but they seem to check that sometimes then you are arsed
One more is to say you are selling VPS and need IPs for your customers, that might work.

20 IPs is a joke, usually justification is only asked for half a class C or larger.
