You are asking 2 different things. Seller limits and Holds.
In paypal you can take off the limits by verifying the account completely. And for hold you need to provide Paypal those docs, which they have asked for!

If you are talking about withdraw and sending limits, then just attach and verify a Bank account. If you are taking about paypal 21 day hold, add tracking ASAP and ship ASAP. You'll get your money 3 days after it's there or as soon as he gives feedback. No way around this other than building rep on ebay, usually they lift it around 90 days of selling and or $1000 in sales and or 100 feedback. If this is about ebay selling limits, Very dangerous to call in to raise. Let it grow naturally, make more if more sales are needed. If you are feeling lucky, make up some BS cheesy questions And act like a complete n00b to ebay customer care and kiss their ass with compliments.
