I'm pretty sure I have an algorithmic penalty from Google and I'm not sure how to remove it..

I created a jobs website using a huge amount of scraped data, and I thought the pages had enough value and were unique enough not to cause any kind of penalty, but I was obviously wrong.

I'd like to salvage this website because it's my main domain for a legitimate business.

The problem I have at the moment though is there's about ten thousand indexed pages that Google deems low quality. However, I've submitted a de-indexing sitemap that lists all of these pages and returns a 410 HTTP header, but it's crawling them extremely slowly as you can see in the pictures.

How can I flush out all these indexed pages so I can try and remove this algorithmic penalty and focus on publishing non-programmatically generated content?

Google explicitly identifies scraping feeds and generating large volumes of unoriginal pages without adding value as examples of scaled content abuse.

Does each old page return 410, or is the sitemap itself returning 410? Google needs to fetch the individual URLs to observe their removal; an error on the sitemap doesn't remove its listed URLs. Check a sample in URL Inspection and keep the old URLs crawlable in robots.txt. The Removals tool is only a temporary search-result hide, not an index-cleanup or ranking-recovery command: https://support.google.com/webmasters/answer/9689846

one thing worth checking is whether your category pages and internal search are still linking to those deleted job URLs. returning 410 is the right signal for pages that are permanently gone, but i'd also clean up any internal links pointing to them. otherwise the site keeps sending Google back to pages you've removed.
