How to reduce .gov TLD page from SERP

Hi Guys!

i need your help ( maybe you have any cases n it). One of my friends is having problem with top 10 serp on his name in google. Google gives 1 position for a .gov site with information about his licence suspention. But that information is no longer relevant - suspension was give for a 1 year in 2012 and ended 2013.
This problem hits on his professional reputation and we look for any opportunities to kick it from top 10 at least. SERP has a lot of other pages on his name - his social profiles, professional pages on good and trus resourses. But .gov page is still first averywhere.

Is there a way that can help to kick it down in serp? Would link spam on ths page work? And what kind of anchours to use?

Link spam won't work on gov site.

Your best bet it to create highly optimized parasites and get them on top of google.

Your friend should probably try contacting them first.
Anyway don't try negative SEO, check the ORM section of the forum, you'll find everything you need.

Why not contact that department and ask for his record to be taken down. I don't think driving penalties need to remain public forever.

Well this report situated in the Archive section with contains lots of same report on other specialists and it is completely normal for that website. And for all other people in this list google does not give their suspention pages first positions.
Another problem is that even though the suspension really old - title of page say only
Suspension - Name - Date
And no information about expire date.

Get a ORM service. Neg SEO didnt work on gov sites. Its pain in ass.
