How to recruit outstanding affiliates?

You know the affiliate marketing is not easy. How to active the partner very well is a permanent important but difficult topic. However before this, another difficult problem is how to recruit outstanding affiliates. Do you have some suggestion or good idea about this? How about exchanging opinions each other?
