I think there is a maker here, for the software. If it's a micro worker, I think, I doubt it, because it doesn't guarantee
 
there's no website which can give you 100% guarantee , because you also need to upload good niche & best content to gain more subscribers . anyway you might try that .

not really, it depends on your content and the targeted audience. if your content is good and you target properly then you can gain good amount of followers. i used to do old Vietnamese ads methods and got more than 10k subscribers with less than $50
