I want to remain as white hat as possible....

If I have a keyword like you tube (the keyword I'm trying to rank is two words) and it's a competitor - same niche

can I just put that keyword phrase on my site? I don't think I have any of those two words on my site as of right now.

The keyword has no other inner pages in the top 10 and it's considered easy to rank/low competition.

The thing is the #2 for that keyword phrase has one of those keywords (for instance you) but not the other keyword (tube) on their site and it's ranking. The others have it as their url inner pages and on their site, but I don't want that.
 
I think you need to read some introductory SEO tutorials. Just creating a site and including your keywords on a page won't do much for you.
 
Building links with the anchor text is part of it also.

I Just don't want an inner page with that keyword and an article written about it.

Start building backlinks by just commenting on commentluv and keywordluv and by also using some social media tricks.

Outbound links place an important role in showing you post link in google search. Properly submit sitemap to Google Webmaster Tools and then do same thing for bing and yahoo as well.

also improve blog's SEO. you can visit my blog to read these post about SEO.

You need to have it in your meta tags, on your page as well as in your backlink anchors.
