Yes you can do it with good relevant homepage PBN ( PBN which looks like real websites ) and with good content, but don't try too many things in a short period to your client website as it may lead to penalties make sure it looks more natural.

Because they hire someone who claims to be an SEO expert and then doesn't know what to actually do once they get the job. Try posting in the hire a freelancer forum looking for a SEO guru, you will probably get 100+ PM's.
