1) Nevermind I found out this question.
2) Why block spiders from crawling (just tool spiders or googlebot also)?
I am assuming there are backlinks going to a money site that help in ranking or generating traffic.

Many properly 'private' PBNs will only whitelist Googlebot and maybe a few other SE spiders, and block everything else. This can stop prying eyes and competitors finding your PBN backlinks, but needs a finger on the pulse regarding IPs used by the big G.

The site doesn't rank on Google, and it seems it receives only a few clicks on Bing. So, it's not uncommon to rank on Bing without backlinks. Bing's algorithm is different from Google's, and the ranking also depends on the keywords, domain, age, competition, etc. But I can safely say that the site doesn't have any PBN links, as far as I know.
