How to rank small site with easy keywords fast?

Hi. I'm ranking a site for my friend and he wants just few local keywords to be ranked, every KW has 40 monthly searches (yes, it's REALLY small) and basically no competition. How to do it in the best way? I thought about manual linking to higher PR pages once a while and adding links in GSA SER, building tiers ofc and keep this page not sandboxed. Is it good method?

Could you expand social media? Getting a lots of content may be hard, because it's a website created to promote security company and there aren't really articles or something like that.

Get some activity on FB, Twitter, G+, link them all in and if you have a physical location for the company, get it on Google maps. There's plenty of info around the forums, man. You have only to search...

Just good on-page seo will get it ranked if the comp. is not that high.
