How to rank multiple low volume keywords?

Thanks everyone for suggestions. I have decided to go with diversifying the anchors for the first month with web 2.0s and then rent or build high quality pbns with exact match + variations to push my kws higher.

Since they are low volume keywords, naked URL backlinks should work fine, don't build a lot of backlink with exact anchor texts.
