Jeez, local SEO is a ton of work.
Start off by filling up your verified GMB profile properly, and create content in it such as products/services with images and descriptive text.
Important if you are shop or store front, get your CID URL (google it), and also remember to optimize your map listing with info, directions etc.
add local business schema markups to your website, make sure u build brand links( new gmb algorithm likes to see listed businesses that has a brand presence). If you have money to build authoritative links (not pbns), point them to your CID Url, and save the pbns for embedding your map with your NAP info in the content.
These are just the basics, but you will see results if you manage to do all of the above, before taking on more complex tactics like citation building and other stuff.
