I've recently gotten into developing and managing Android/Google Play applications, and I haven't quite figured out yet how Google Play ranks its search results, ex: a user searches for "Wallpapers", how does Google Play determine which apps to show first, and which apps are best? Is it simple and just whichever app has the best rating, or is it more complex, like which app has the most backlinks to its Google Play url ( by url I mean: https://play.google.com/store/apps/details?id=XXXXXXX ).

Anyone have any knowledge on this? Couldn't find a thread on it, and I'm sure many would like to know.

I think the first factor is the number of download, the more people download your app, then the more chance your app be in the first rank

There are many factors like if you are listing your apps on other marketplaces tweets, g+ , reviews and obviously number of downloads.

No. of downloads is a main factor. Instead of concentrating only in Google play, try on other sites like slideme. And app image(icon) is very important thing to attract the user. Even many apps which are not good are downloaded because of the good attractive app icon. Giving update on frequent intervals makes the user to think the app maker is still active.
