To proxy question: Maybe.
If you plan to build a lot of the same platforms at once, yes.
If you plan to run many campaigns on GSA, yes.
If you are building gradually and not spamming to death, they are not needed.
Once you rank, you will still need some contextuals to maintain rank. Just monitor your rank and every so often build more and if you bounce down build some more. SEO is an ongoing process.

Incoming links? Webmaster tools. Nothing fancy, just regular old webmaster tools. No other link checker is 100 % accurate.
For site management, it is your brain and an excel sheet.

You use webmaster tools for checking backlinks? I am kind of surprised ...
Many warn using webmaster tools on a site that is linked from PBN domains could be a bad idea? I sure would appreciate your take on this.

It depends on a lot of things.
Most sites I do not check my links often. Especially sites I build PBN links to.
If I need to check my own links, I have used Ahrefs, Majestic.
The only sites I check links on are sites which I am not building links to. If I do build links they are live because I check my link sources (PBN, Web 2.0 and Guest Post).
So in short, if I need to check links on a site I am not building links to the site, so I go with webmaster tools. I know of all my 'live' links and if my rankings drop for some reason, I will grab a full link report with Ahrefs and see if I notice any reason for the drop. But this is not a common situation.

for profile links. would it be better to do like gsa context do follow > fcs networker 30 web2.0s / 50 social properties ISH > profile link (fb fan page) > money site
or 1000 contexual do follow > profile link > money site pretty safe and very effective?
I was going to test a combo of fcs networker social properties and web2.0s and maybe like 300 contextual pr1+ do follow to profile links (and web2.0s) but I figure I ask experts = skip learning curve a bit

I blast away to profile links. The way I see it is if it goes down due to spam, I build another. Not a big deal to me for safety either way. I blast because I need to force it to index. 30 Web 2.0s which already struggle to index themselves often are not the kind of links I send to index a profile link.

All joking aside LightningBlitz, I know how hard it is to find the time to write something up to share. I think you did an amazing job, and the info should help allot of struggling folks. Though I do use these methods on my Micro sites affiliate sites and churn and burns, I stick to out reach and various other methods on my authoritative sites. Just wanted to let you know that your effort is recognized and appreciated and is the cornerstone of what made BHW so great.
