How to Rank a new website in Bing?

Bing seems to give ranking preference to brands and doesn’t necessarily apply the same criteria as it does to other domains.
 
Same as Google. Do the onsite , do the offsite seo & submit your website with BING WEBMASTER tool: https://www.bing.com/toolbox/webmaster/ ;
and follow the suggestion.
For your Kind info. for Yahoo & Bing, Webmaster tool is same.

I dont understand bing at all I started seo couple of months ago I have few keywords on google second page but on bing they on 10th page .

SEO is the way to go, and it'll be easy than with Google.
 
If you want to rank in Bing, the best thing I can suggest is to use high quality content (so basically the same as Google). You can use a bit of spam to get there quicker, but you run the risk of having your site wiped out in Google.
For one of my biggest money making keywords, I've been building links in a natural and slow way with the content around the links being of the highest quality. The site is currently number 4in Google and number 1 in Bing. For its derivatives, it is also 1 in Bing and 2s and 3s in Google.

Your best path is Bing webmaster tools and submitting a sitemap while following general criteria for ranking well in Google. Bing will eventually find you but the algo's are different so don't expect similar results between the two engines.
 
I think you can find some sites which are highly ranked and can accept the contents for building links. Then outreach them to build backlinks. Maybe this way can help you to rank your keywords in Bing SE.
 
Ranking on Bing can take a while. It seems that Bing differs from Google when it comes to backlinks, because it values quantity over quality. Therefore, you should build links and optimize your anchors. Also, as others mentioned, exact-match domains seem to be the key ranking factor. Exact keywords should also be in your tags and in your meta description. Finally, high-quality content is always the right way to go, no matter what search engine you want to rank on.
