Because nearly everyone has tracker cookies in place in their browsers, so the ads being placed when they see an adsense ad, for instance, isn't influenced by the content on your site at all, but by the buyer using their retargeting list to have their ads show up in your adsense blocks.

So if that happens, what is the meaning of chasing high cpc keywords for adsense websites?? With this in mind, monthly search volume seems a lot more valuable than keyword's cpc.

Google shows the highest CPC ads on their own pages. If your users come from the search results, then they've seen the expensive ads there, and your ads will be the cheaper ones. If your users come from some other traffic source, chances are you'll get higher CPC.

Google doesn't put low CPC ads to screw you. They make a portion of what you make - why would they want to lower your revenue? Don't focus on CPC so much as eCPM. Google is choosing to display that lower CPC ad because it knows the CTR on average results in more revenue for both you and Google.
