How to provide cell numbers that can receive a text

Hey guys would love it if someone has a "solution" that we will be happy to pay for that we can use to keep our VPN's active. Some of which are more than 20 years old with social accounts, etc, but we occasionally hit a block and need an active cell to use to authenticate.

Ideas? Also, ChatAPI needs cells.
