I'd like to know what are your best tips to promote software now.
I'm talking about my own software I developed.
5 years ago automated submission with pad software was a possibility, right now I doubt it helps.

You should give us more details about your software so we can help you out,
Is your software for public users or a specific type of professionals?
What's the price you're proposing?
Do you provide any kind of Tutorials / Blog to help the users understand your software?
Are you focusing on a local market or worldwide?
...

You can try some JV partnerships with other websites in same niche or similar niches.

You can partner with them for cross-promotion, or blog articles .

Ideally you wanna target your right audience, and a close match to you will bring in good leads instead of going for random websites to partner with.

You can do this with a normal outreach or do a proposal / email proposal etc.
