1. Put on your clothes.
2. Go to the bookstore.
3. Buy 10 different books about Internet marketing.
4. Read.
5. Come back to this forum.

I worked for a similar project earlier on... and I bought it to #4 for "Post free ads" in Google.com
The action plan was simple... I targeted every city with keywords for the cities, like.... abc.com/city1 with the keyword "Post ads City1"
I did this for all the major cities, near about 20-30 cities, once I started to rank for those inner pages, my homepage automatically rose up for good keywords. So my suggestion is go for the cities rather than targeting the big keyword for your homepage. Add me to skype if you need more info. Skype id is same as the username.

Since the project is local you might:
1. Google map listing
2. Citations + real reviews
3. Local forums not for backlinks but to contribute to community, that only if you can update very well some niches. Would grow the trust ! Because if you go there, register,add a signature and post something like that you will get banned !
4. Get some local activity like social activities where people join for community purposes and there you can share your business. Charity stuff.
5. Flyere. Spread them downtown. Make some interesting graffiti where you are allowed.
6. Social media is very important. Don't forget to set up your channels to your demographic areas.
7. Distribute content on page and off page.
8. Merge them on your social channels. Don't forget about G+ Authorship.
9. Contact some good bloggers from your area and propose them to post some good content on their website. Not necessarily to gain a backlinks but awareness is very important.
Repeat that and you will grow in traffic in time!
PS: Have a good on page setup.CTA(Call-to-Action) High, along with Attention ratio focused on the forms! + Rich snippets !
